William (Bill) A. Jones
Founder, Chief Executive Officer
William “Bill” Jones is cofounder and CEO of Paydhealth with over 35 years of health care experience. With David Galardi, Pharm.D., he invented, defined, and refined the advocacy process used at Paydhealth to assist individuals with health benefit coverage in accessing financial assistance programs. Their vision has reduced the out-of-pocket costs of group health plan members engaged in advocacy to less than $1.50 per fill.
Bill was the founder and CEO of Apogenics, Inc., a healthcare consultancy specializing in the commercialization of specialty drugs for pharmaceutical companies. During that time, Bill and his team participated in over 250 successful launches of specialty drugs into the healthcare market. Bill was the President of US BioServices, the specialty pharmacy division of AmerisourceBergen, now known as Cencora, Inc. (NYSE:COR), a Fortune 10 company. And, Executive Vice President of Operations for BioScrip, a PBM and specialty infusion company. As the President of Churchill Lee Consulting, Bill provided hands-on consulting to large PBM’s and specialty pharmacy companies, including AARP, Caremark, Accredo, Express Scripts, Stadtlanders, CVS, and Medco Health.

As one of the first 20 employees at Medco Containment, his roles included Vice President and General Manager, Regional Vice President, and then Senior Vice President of Strategic Planning. As one of the top operators in the industry, Bill has a wealth of healthcare industry knowledge, experience, and versatility from working on the payer side, in specialty pharmacy, and consulting with large Pharma. Bill holds an MBA from the University of Chicago.
David A. Galardi, Pharm.D.
Founder, Chief Commercial Officer
Dr. Galardi is cofounder and CCO of Paydhealth with over 30 years of health care experience. Along with Mr. Jones he founded, and then led the commercialization consulting practice at Apogenics. He served as Vice President of Corporate Development at AmerisourceBergen Corporation, now known as Cencora, Inc. (NYSE:COR), a Fortune 10 company. He also served as the Director of Trade Development at Bergen Brunswig Corporation, where he contributed to the creation of the current models of compensation between manufacturers, wholesalers, and healthcare provider operations. Dr. Galardi also worked as Aetna’s Product Director, as well as Prudential HealthCare’s Director of National Programs and Business Development and Director of Pharmacy, where he was instrumental in developing the three- and four-tier pharmacy benefit designs as part of Prudential HealthCare’s turnaround.

Along with Drs. Steven Brown, M.D., and Mark Strollo, Pharm.D., he developed the first managed care policy for the multi-drug treatment of HIV and AIDS. He has served as chair of managed care organization benefits coverage, pharmacy and therapeutics, and health policy committees. Dr. Galardi oversaw the pediatric drug evaluation programs focused on neurology and oncology, as well as the drug monitoring program for infectious diseases, while working as a clinical pharmacist at the Children’s Hospital of Philadelphia and its Department of Neurology.
He has written over 100 fair market value opinions addressing pharmaceutical contracting and service agreements, including direct and indirect compensation for rebate administrative services. He has spoken at more than 200 professional society meetings. He has advised commercial teams in more than 100 companies, representing over 250 different specialty pharmaceutical brands in the pharmaceutical and biologics markets.
Dr. Galardi trained at the Hospital of the University of Pennsylvania (HUP) after earning his Bachelor of Science and Doctor of Pharmacy degrees from the Philadelphia College of Pharmacy and Science. He also completed the University of South Carolina Outcomes Institute Program and the University of Southern California Graduate School of Management’s Healthcare Management Development Program. He is a benefactor to the Navy SEAL Foundation, the Gary Sinise Foundation, the West Point Jewish Chapel Fund, and the Army West Point Athletic Association Inc., as part of his and his family’s efforts to improve the lives of service members, first responders, and their families.
Mark A. Strollo, Pharm.D., M.S.
Founder, Chief Operations Officer
Dr. Strollo is founder of Paydhealth and Apogenics, Inc. Dr. Strollo is a senior level pharmacy executive with extensive Managed Care Prescription Drug Medical Benefits experience including Specialty Pharmacy and Payor operations experience in combination with 9 years of Government Service for the State of New Jersey. He is widely considered a visionary thinker with a strong aptitude for the recognition and application of best practices that builds collaborative teams and efficient operations. He has been publicly recognized for his ability to drive business growth through excellence in communication and negotiation, strategy development and process implementation, that lead to an enhanced quality performance and the subsequent delivery of on-time results.
Prior to forming Paydhealth Dr. Strollo led the Healthcare Payer Strategy team as Apogenics, a diversified healthcare marketing and advisory firm, focused on managed markets, brand commercialization and driving efficiencies in healthcare operations. Dr. Strollo, led all market research efforts of the firm, including the moderation of discussions with hospital and physician office practice managers concerning product adoption and the effect of managed care coverage criteria pre-launch and post-launch of a drug.

Before forming Apogenics, he was Vice President of Payer Contracting at US BioServices, a division of AmerisourceBergen (NYSE:ABC). In this senior management role, he was responsible for all aspects of payer related contracting including application and maintenance of professional and drug wholesale licensure for 9 specialty pharmacy operations. He executed contracts with over 100 major payers (United Healthcare, Aetna, Kaiser, Blue Cross, Humana, et cetera) nationwide for specialty pharmacy or ancillary services. Prior to his work in the specialty pharmacy markets, Dr. Strollo was Chief Pharmacy Officers for Independence Blue Cross, an independent licensee of the Blue Cross and Blue Shield Association. This included services lines including Managed Care, Traditional Indemnity, Medicare and Medicaid. As Chief Pharmacy Officer his responsibilities included all aspects of pharmacy benefits management for over 4 million members with a $1.5B drug budget and over 19 million prescription drug claims. He managed a staff of 45 and a budget of $2.5 M. He was one of the first to implement the e-Pocrates platform for internet-based formularies. He contracted with over 50,000 vendors to provide national retail, mail, and specialty pharmacy network options. He developed the first high cost injectable and infusion drug program with preferred discounts leading to over $10M in savings. Prior to leading Independence Blue Cross, Dr. Strollo was Pharmacy Director at His/Qual-Med Plans for Health where he managed over 100,000 lives in all lines of business. Dr. Strollo led The State of New Jersey’s Drug Utilization Review Council under Governor Thomas Kean.
Dr. Strollo is a graduate of Howard University’s Doctor of Pharmacy program, in addition to receiving his master’s in finance from Drexel University. He is a distinguished graduate of the Philadelphia College of Pharmacy and Science where he earned his Bachelor of Pharmacy.
